With the buff to Sterak’s Gage, it gives more HP than Warmogs when your tank has more than 2350 HP, as well as some AD.

Tahm Kench 2* with 3 Mythic in bard and Galio/Sylas 2* with 4 Bruiser in Trickshot Kai’Sa both commonly get above that HP threshold.

Galio 2* with 4 Bruiser and no items, for example, is 2912 HP, and many tank items such as Redemption, Steadfast Heart, and Gargoyles also give extra HP.

Note that Sterak’s is additive with Mythic and Bruiser so this is more for late game carousel spots if you have to pick between Sterak’s > Warmogs and there is not better option.
